STARS Lift is a complimentary paratransit service offered by the Saginaw Transit Authority Regional Services in accordance with the 1990 Americans with Disabilities Act (ADA). STARS Lift provides transportation for persons with disabilities, who cannot board, ride or disembark from a STARS fixed-route bus, even if that bus is equipped with a wheelchair lift or ramp.

STARS Lift provides origin-to-destination service. All customers may request assistance at the time of scheduling their trip or on the day of service by calling STARS Lift Coordinator at 989-753-9526 or by asking the driver at the time of pick-up or drop-off.  Assistance beyond the curb will be provided at both the pick-up and drop-off as requested or as required due to unforeseen circumstances. For safety reasons, we encourage drivers to be mindful of not losing sight of their vehicle while providing customer assistance. For more information please see the attached brochure.

Paratransit is designed to be “comparable to” STARS’ fixed route bus service. For this reason, ADA paratransit service (STARS Lift) is only required to transport riders to and from locations which are within three-quarters (3/4) of a mile of and during the same days and hours of STARS’ existing fixed route bus services. Points of origin and destination not within this three-quarters (3/4) of a mile corridor are not required to be provided with ADA paratransit service.

LIFT service is available during the same hours as STARS Fixed Route service, from 5:55 a.m. to 8:55 p.m. Monday thru Friday and Saturday from 7:55 a.m. to 1:55 p.m.  Demand services are available 24/7. Please call ahead at least 24 hrs in advance to schedule.

To schedule a LIFT ride call the Lift Coordinator at (989) 753-9526.  Trips may be scheduled up to 14 days in advance before the day you wish to travel. Next day scheduling is also available. Reservations may be scheduled for more than one day at a time.

ADA Paratransit Service for visitors

  1. STARS will grant eligibility for a period of 21 days, to any visitor with disabilities who does not reside in Saginaw, Michigan, on either of two conditions [49 CFR 37.127]:

    a) The visitor presents documentation that he/she meets the ADA eligibility guidelines for ADA paratransit service from another jurisdiction. This documentation may include, but is not limited to, presentation of a valid ADA paratransit ID card or determination letter from any other transit provider. . If the individual has no such documentation (of ADA paratransit eligibility), and the disability is apparent then the individual is to provide documentation of residence outside of the City of Saginaw [49 CFR 37.127(c)]

    b) The visitor provides proof of residency in another jurisdiction, documentation indicating a disability that prevents him/her from using the fixed route system and certification that he/she is unable to use the STARS fixed route system. This might include, for example, a letter from a doctor. [49 CFR 37.127(d)]

  2. All visitors who provide the necessary documentation will be provided the same service as any other ADA paratransit client.

  3. 3. STARS will require visitors to make a full application for STARS ADA paratransit service for any stay beyond 21 days (contiguous or not) in any given calendar year. [49 CFR 37.127(e)]

HOW DO I REQUEST A REASONABLE MODIFICATION?
