Freedom of Information Act (FOIA)
Saginaw Transit Authority Regional Services (STARS) is committed to transparency and keeping the public informed about our programs, services, and operations. In accordance with the Michigan Freedom of Information Act (FOIA), members of the public have the right to request access to public records maintained by STARS.
How to Submit a FOIA Request
All FOIA requests must be submitted in writing. Requests may be submitted by email, mail, by filling out the form below or in person to the STARS FOIA Coordinator.
FOIA Coordinator: Executive Director or designee
Please include:
- Your name and contact information
- A clear description of the records you are requesting
- Preferred format (paper or electronic, if applicable)
Requests will be processed in accordance with Michigan FOIA requirements.
Response Time
STARS will respond to FOIA requests within five (5) business days after receipt. In certain circumstances, an extension of up to ten (10) additional business days may be required, as permitted by law.
Fees
STARS uses the most economical method available to provide public records. Fees may include:
- Labor costs for searching, reviewing, and preparing records
- Copying or duplication costs
- Mailing or postage costs
- Costs associated with separating exempt and non-exempt information
If applicable, a detailed itemization of fees will be provided. In some cases, a deposit may be required before processing a request.
Public Records
All STARS records are available for public inspection unless exempt under the Michigan FOIA. Requests to review records in person will be scheduled during normal business hours.
Appeals and Denials
If a request is denied in whole or in part, the requester will receive an explanation of the reason for the denial. Requesters have the right to:
- Submit a written appeal to STARS
- Seek judicial review in accordance with Michigan law
