STARS Announces Final Fare and Service Changes Effective October 1

Following a comprehensive public engagement process, the Saginaw Transit Authority Regional Services (STARS) Board has finalized a series of fare and service adjustments that will take effect on October 1, 2025. These changes aim to address persistent funding shortfalls and rising operational costs while preserving core transit access for the Saginaw community.

Beginning October 1, the following changes will be implemented:

Fare Adjustments

  • Adult fare will increase from $1.00 to $1.50
  • Reduced fare for seniors (60+) and riders with disabilities will increase from $0.50 to $0.75
  • Unlimited 30-day passes will remain unchanged at:
    • $40 for general riders
    • $20 for seniors and riders with disabilities
  • LIFT Paratransit fare will increase from $2.00 to $3.00
  • Rides to Wellness fares will increase from $20 each way to $25.

Service Adjustment

  • The 8PM weekday departure from Downtown Plaza will be eliminated. The final departure on weekdays will now be at 7PM with buses returning to the garage by 8PM.
  • Saturday service hours remain unchanged: 8AM to 6PM

The final decision comes after STARS held a public hearing on June 10 and collected feedback through online surveys and written comments.

“We took every comment seriously and carefully considered the impact on our riders,” said Amy Bidwell, Executive Director of STARS. “These adjustments are necessary to keep our system sustainable while preserving affordability for the majority of our riders, especially those who rely on us most.”

The fare changes mark a return to pre-pandemic pricing and reflect a broader trend across Michigan transit agencies facing financial strain due to historically low state transit funding levels.
